For more than a decade, Paul Johnson has helped move complex legislation from concept to law on Capitol Hill. He served three members of Utah’s congressional delegation before becoming Legislative Director to Congressman Blake Moore while he served on the House Natural Resources and Ways & Means Committees. As Acting Staff Director of the House Budget Committee, he played a central role in securing passage of the One Big Beautiful Bill Act. He now serves as Partner at the Bennett Group, advising clients on navigating federal policy and building coalitions that turn policy goals into legislative outcomes. He holds a master’s degree from The George Washington University and a bachelor’s degree from Brigham Young University.
